Useless stop light, isn't facing oncoming traffic from any direction

This white car in the off ramp has a light across the intersection in front of him that he responds to. The stop light on his left side, in the center of the photo is facing over his hood as if it were there for pedestrians. But that isn't a cross walk for pedestrians, and there are no "walk/don't walk" lights on both sides of the white car.
